Did You Know?
In 2009, prior to recycling, the borough budgeted $110,000.00 a year for tipping fees. For 2016’s municipal budget, borough council proposes $86,000.00 for tipping fees.
What are “Tipping Fees”, Anyway?
Tipping fees are charges, per ton, that are paid by the borough when our solid waste hauler takes our trash to the landfill.
Why the Drop in the Tipping Fees Budget Line-Item?
Borough council has been able to lower Frackville’s tipping fee expenditures by instituting curb-side, single stream recycling. Without recycling, all trash goes straight to the landfill, where tipping fees are charged to the borough. With recycling, the recyclables are taken to the transfer station. Every ton that is recycled, is not taken to the landfill as trash, saving the borough on tipping fees.
Keep Recycling!
So not only does our recycling program lower the borough’s annual tipping fee expenditures, saving YOUR taxpayers’ dollars, but it is a mandatory program. Recycling is required, by every resident, via borough ordinance – see the following:
§208. RECYCLING OF MATERIALS. Recyclables may not be disposed of, placed at curbside or any other location for pick-up while mixed with other materials, mixed with other waste or placed in landfills by any individuals, firm or corporation. The Borough of Frackville will establish what materials are recyclable by rules and/or regulations from time to time. The Borough may dispose of recyclables as it sees fit and shall establish rules and regulations pertaining to the storage, disposal and pick-up of recyclables from time to time. (Ord. 91-6, 9/9/1991, §8)
§210. VIOLATION, PENALTY AND ENFORCEMENT.
Any person, firm or corporation who shall violate any provision of this Part or any of the rules and regulations promulgated hereunder shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation continues shall constitute a separate offense. The Frackville Borough Police Department, Code Enforcement Officer, or Health Officer or Inspector are empowered to enforce this Part.
